The University in Srpsko Sarajevo, today in East Sarajevo, is geographically distributed and with its higher education institutions "covers" the eastern part of the Republic of Srpska and in its composition in 2001 had 16 faculties at seven locations: Brčko, Bijeljina, Zvornik, Pale, Lukavica, Foča and Trebinje
Communication of the rectorate and individual faculties as well as mutual exchange of information between faculties until then was reduced practically to classical mail, telephone and fax connections as well as occasional meetings held at the University level, most often in the rectorate. Brief summary information from extensive documentation at the faculty level can only be obtained with a large loss of time, and at the University level even more difficult, because all documentation is distributed and in "paper" form.
These were the basic reasons why at the end of 2001 the decision was made to form the Information Center of the University in Srpsko Sarajevo, today the University Computer Center in East Sarajevo (URCIS) in order to develop a part of the information system, the student records module, which would cover the business process of student services of faculties and academies, in order to improve and accelerate the business process.
At the end of December 2002, the University Information System (UIS) was put into operation. In the first version of the information system, the databases of individual faculties were located by locations and data exchange between locations and URCIS functioned via switched lines (dial-up) for ISDN digital telephone connections and analog for locations where it was technically impossible to be digital. Data synchronization between individual locations and URCIS was done several times during the day and as needed.
From the first version of UIS to today, it has undergone several metamorphoses, adapting to both growing demands and new technologies. So the current situation is such that all databases and applications are located in one place and communication between eight locations (Doboj and 7 above-mentioned locations), i.e. 17 organizational units and URCIS takes place via encrypted tunnels (VPNs). This system meets high security standards that enable secure and uncompromised data transfer electronically.
The information system can be accessed at any time by opening the application's Internet address in one of the popular Internet browsers.
Today URCIS develops in two basic areas:
Information technologies - setting up information systems, development of software applications;
Communication technologies - setting up computer networks, development of infrastructure and user services based on Internet technologies.
Within information technologies and software development, the main role of URCIS is reflected in the creation of the University Information System (UIS). This information system is intended for integrating data from faculties and academies, centralized issuance of diplomas and various types of certificates and assurances, as well as analysis of the work of higher education institutions, as well as support for management processes at the university.
In the field of communication technologies, URCIS provides communication services to organizational units of the University in East Sarajevo.
